You need gear with mod slots kinda like weapon mods. Gear with slots are pretty rare though especially at lower levels. How will I know if it's a moddable gear? Like, if I am buying it from a vendor. Because it will say how many mod slots the item has. If it doesn't say, then it doesn't have any.
